During a joint meeting of the standing commissions of the Voronezh City Council, the auditors of the city Control and Accounting Chamber (KSC) presented a report on the effectiveness of property support for entrepreneurs within the framework of the municipal program “Economic development and innovative economy”. It provides for the provisin of small and medium-sized enterprises (SMEs) with city premises at a preferential rate. In the first year, the businessman pays 20% of the approved rental price, in the second – 40%, and so the rate increases to 100% within five years.
Today, the list of premises that can be rented under the program contains 39 objects. 23 of them are rented, another 16 are vacant. At the same time, in 10 out of 16, business activity is impossible in principle – these are cellars located in apartment buildings in a state of disrepair. They were put up for auction more than once, for some it was even possible to find tenants. But they left as a result of accidents.
The legislation clearly requires: if the municipality cannot find a tenant at auctions for two years, these premises must be removed from the list and replaced with new ones. And the KSP auditors sent such a demand to the city office of property and land relations (UIZA).
Specialists of the Chamber spoke about VISA in particular. On the one hand, the management regularly held auctions to find tenants. In this regard, it was possible not only to reduce the budget expenses for the maintenance of the premises, but also to receive profits from the rent. On the other hand, the unit did not always agree on the redevelopment of these premises, and in general – monitored their intended use.
The KSP is sure: The procedure for providing property support needs to be changed. First, supplement it with a requirement to register the recipient of such support in the territory of Voronezh. Second, identify groups of SMEs and types of activities to be supported. Thirdly, based on the priorities of economic and social development of the city, establish goals for the use of premises. Now these issues are not settled, which means that assistance to SMEs is provided less efficiently than it could be.
